Huburb City Council voted 9-4 on Sunday to open a formal investigation into the Underground Bicycle Highway, a project that has now cost more per metre than any structure in the city except the airport's second terminal, which does not exist.
Councillor Ronan Tessaly, who will chair the committee, arrived in a grey suit and left in a different grey suit.
